POP Africa · DR Congo

Towers for coverage. Fibre for the backbone behind it.

POP Congo works in two services. Antenna sites: towers, power and access, shared by several licensed operators on one structure, including where the grid and the road do not reach. And fibre optic: the routes that carry traffic across cities and between them. We build the infrastructure. The operators bring the network.

The moment

A country the size of Western Europe is about to build its network.

For more than 112 million people, the Democratic Republic of Congo has only about 5,150 telecom towers. The national digital plan for 2026 to 2030 sets out to change that at scale: 30,000 towers by 2030, and the completion of the national fibre optic backbone.

Plans of that size are delivered one site and one route section at a time, in terrain where power, access and logistics decide what actually gets built. They need builders who stay after handover and keep what they built running.

That is the work POP Congo is organised for: shared antenna sites that make coverage viable where a single operator alone cannot justify it, and fibre routes that turn those sites into a network.

Figures above are from the national digital plan as reported publicly in 2026. They describe the market, not POP's own network.

What we do

Two services, one network underneath.

/ ANTENNAS

Antenna sites

Tower sites designed from the first day for several tenants, with off-grid solar power sized for places the grid does not reach. Licensed operators mount their own radios; we own and run the site under them.

/ FIBRE OPTIC

Fibre optic routes

Urban rings and intercity routes, built along road corridors and designed for open access, so that every licensed operator can use them. Survey, civil works, cable, splicing and operation.

How we work

Start where it can be proved.

A large network is built out of small stages that each stand on their own. We build the first one, run it, train the people who will keep it running, and only then multiply it.

Own the position first

The site, the agreements, the permissions and the security come before the financing and before the builder. Without them nothing that follows is real.

Build one, and run it

A first site or a first route section, complete and operating, is worth more than a plan for a hundred.

Train locally

The people who maintain a site should live near it. We train them on the first build, and they train the next ones.

Fill it

A second and third operator on an existing structure or route need no new civil works. That is where shared infrastructure earns its keep.

Multiply

Once one stage is proved and staffed, the same design repeats. Growth becomes logistics rather than invention.

For investors

Take part in a specific site or a specific route.

The next stage opens POP's antenna sites and fibre route sections to private investors, one identified asset at a time, inside a closed community with full transparency on each asset's build and operation.
